“Territorial co-operation for growth and jobs”

16 April 2013 - ESPON invites for a two days Open Seminar on “Territorial co-operation for growth and jobs”. The Seminar is organised in cooperation with the Irish Presidency of the Council of the European Union and takes place at Dublin Castle in the centre of Dublin, Ireland on 13 and 14 June 2013.

The Open Seminar will address the main policy concerns in 2013, in particular the contribution of Territorial Cooperation towards recovery from the economic crisis as well as the development of Operational Programmes for the 2014-2020 period which is currently in a key moment.

Purpose

The purpose of this ESPON seminar is two-fold:

• Allow policy makers, practitioners and researchers to share concrete experiences, discuss the use of territorial evidence and to identify options relevant to the Seminar theme;
• Demonstrate the usefulness and capability of the ESPON knowledge base at this critical juncture between programming periods.

Storyline

The first day aims at stimulating a thorough discussion of recovery and resilience concerning the economic crisis on the basis of territorial trends and supporting evidence from ESPON projects. The seminar will begin by examining the territorial outlook in the short and long term and new approaches from policymakers for recovery and resilience. This plenary is complemented by the parallel workshop sessions in which ESPON projects reflect on the impact of the last crisis and the patterns, challenges and opportunities emerging across different types of territories.

The second day is structured within the scope of territorial co-operation and the envisioned thematic objectives of the Common Strategic Framework. This opening session will highlight the experiences of Territorial Co-operation programmes in responding to the effects of the economic crisis. A parallel workshop session will provide evidence that can be used to identify opportunities and potentials to assist with operational programming processes for Territorial Co-operation programmes but also for European Structural and Investment Funds and public investment generally.

The seminar will close with an informal roundtable of the Seminar facilitators with plenary dialogue. It will examine the general lessons from the seminar concerning recovery and resilience and implications for the role of territorial co-operation programmes and the demands for territorial evidence from the ESPON Programme.

In addition, the Open Seminar will offer a toolbox session which will give insight on the tools, indicators and data made available by ESPON.

Audience

A warm welcome is extended to all policy makers, practitioners, scientists and experts, who want to know more about the ESPON evidence or who are already involved in defining, producing and using the results of ESPON. The seminar is open for all, but has a maximum capacity of 230 participants. It is free of charge but each participant has to cover expenses for their own travel arrangements and accommodation.
