“Enhancing Institutional Capacity for a more effective Cohesion Policy on the ground: Lessons from the mechanisms’ approach”.

Barcelona, 28 – 29 June 2012. The Conference will bring together officials, researchers and practitioners from all levels of government to discuss some of the main findings of the project SMART-IST, Smart Institutions for Territorial Development:

• A workable and empirically tested definition of Institutional Capacity, which should allow for measurement and evaluation across the EU.
• Empirical evidence of the fact that Capacity Building Policies (CBP’s) can be drivers for breaking path dependency and improve capacity, no matter the level of development.
• A method of analysis based on causal mechanisms, able to improve the process of successful transfer.
